The reduction of carbon emissions has become a primary objective of both national and European legislation. Consequently, the primary criterion for determining the necessity and efficacy of public measures has become the emissions they cause or can save. This leads to a knowledge problem in administrative governance, which the presentation will examine in greater detail. The following three examples will be used to examine the legal framework and the administrative management of uncertainties. In summary, the thesis of this lecture is that this standard shapes the role of the administration and the field of administrative law within a society undergoing a process of transformation.
