We discuss how the EU can successfully enforce standards of environmental sustainability and gender equality in the member states. We ask what methods are available to the EU and why “mainstreaming” was chosen. We also discuss the concrete implementation of this mainstreaming within the framework of European cohesion policy and take a critical look at its effectiveness.
