Popular Sovereignty, Constituent Power and Unions? Democratic self-determination in constellations of plural polities

Popular and state sovereignty have often been considered as two sides of the same coin. However, under conditions of interdependence, integration beyond the state and union, it has become necessary to assess their interrelation anew.

In this talk, I will propose a tripartite republican distinction between individual, collective and corporate agency to make sense of popular sovereignty and constituent power. With reference to the Scottish independence movement as well as to debates about European integration, this differentiated view opens up distinct perspectives on the possibilities and limits of democratic institution-building, independence and union in the European constellation of plural polities.
